People magazine reported Monday Queen Elizabeth II named her granddaughter-in-law as a Dame Grand Cross of the Royal Victorian Order, which is considered the highest possible rank for a British royal.
The Dame Grand Cross was founded in April 1896 by Queen Victoria as a way of rewarding services to the monarchy.
The honor is a form of chivalry personally given by the queen for "services to the sovereign", the statement explained.
"She had a very deliberate plan", Key added.
The queen's husband, Prince Philip, was previously made a Knight Grand Cross of the Royal Victorian Order in 2017 on the couple's 70th wedding anniversary.
Royal tours undertaken on behalf of Queen Elizabeth have taken William and Kate from Tuvalu in the South Pacific to Canada, India and America. Queen Elizabeth's special honor for Middleton arrives on a significant day as it marks the 8th wedding anniversary of the Duchess and Prince William.

News of the 37-year-old going into labour will be announced by Buckingham Palace but the birth won't be confirmed until she and Harry have "celebrated privately".
The announcement was made earlier than usual into Kate's pregnancy as she was suffering from a severe form of morning sickness known as hyperemesis gravidarum which resulted in hospital stays. It was only the second time since her wedding that she rewore the jewelry.
The third image showed Prince William chatting nervously with his brother, and best man, Prince Harry, while the final photo was of the crowds of well-wishers who gathered along London's iconic mall for the occasion.
