U.S. Attorney General William Barr was expected to release his summary of the long-awaited special counsel's report on Russian meddling in the 2016 election on Sunday as lawmakers drew battle lines on how to respond to the investigation that has cast a pall over Donald Trump's presidency.
But Mueller did not find that any "U.S. person or Trump campaign official or associate conspired or knowingly coordinated with the IRA in its efforts", according to Barr's summary.
As for obstruction of justice, Barr said that while Mueller's report "does not conclude that the President committed a crime, it also does not exonerate him".
Democrats promptly called for the release of Mueller's full report and noted that he did not exonerate Trump on the question of whether the president obstructed justice in trying to undermine investigations into the election campaign.
Trump's legal team said the president was completely vindicated.
Barr said the IRA attempted to "conduct disinformation and social-media operations in the United States created to sow social discord, eventually with the aim of interfering with the election". It was a moment of triumph for Trump, who has always been targeted over the matter.
Muellerturned his report over to the Justice Department on Friday afternoon, less than two years after Rosenstein named him to the position after Comey's firing.
While not completely absolving the president, Attorney General Bill Barr's letter to Congress summarizing the still-secret Mueller report cleared a dark cloud that had hung over the Trump's legitimacy since he took office in January 2017.
USA intelligence agencies concluded shortly before Trump took office in January 2017 that Moscow meddled in the election with a campaign of email hacking and online propaganda aimed at sowing discord in the United States, hurting Clinton and helping Trump.

Trump had previously announced the defeat of the group, but sleeper cells of fighters remain in Syria. A group of women and children were seen being evacuated from the Baghouz area.
Mr Trump was in high spirits as he arrived back at the White House after a weekend at his luxury retreat in Florida.
"I have no idea whether the special counsel will conclude that Mr. Trump knowingly conspired with the Russians in connection with the 2016 election or that he obstructed justice with the required corrupt intent", Comey wrote.
Mueller was appointed special counsel of investigation into alleged Russian interference into the 2016 election.
For months, the White House anxious that Mueller was honing in on Trump's family, including son Don Jr and son-in-law Jared Kushner, as well as Trump himself.
Court papers also show that Mueller uncovered that a Maltese professor told a Trump campaign foreign policy adviser that the Russians had dirt on Clinton in the form of emails- a message passed along weeks before it became public that Democratic groups had been hacked.
But according to Mueller, the Americans involved didn't violate the law. They say Trump directed his personal lawyer Michael Cohen to arrange illegal hush-money payments as a way to quash potential sex scandals during the campaign.
Spin-off investigations were opened by other federal prosecutors into Trump's hush money payments to a porn star, his inauguration committee's fundraising and his business.
Democrats in Congress are now certain to demand Mueller's underlying evidence and push to investigate further. Democrats have launched a sweeping probe of Trump that threatens to shadow the president through the 2020 election season. Barr and Rosenstein analyzed Mueller's report on Saturday, laboring to condense it into a summary letter of main conclusions.
They're also calling for Barr to testify on Capitol Hill.
