McGinley and Clarke were part of the committee which ratified Harrington's role, as were the immediate past captain, Thomas Bjorn, and European Tour chief executive, Keith Pelley.
Harrington, who won back-to-back British Opens in 2007 and 2008 before going on to win his third major at that year's PGA Championship, also played in six successive Ryder Cups from 1999 to 2010, helping Europe to four victories.
"It is a tremendous honour to be named Ryder Cup Captain and I am relishing the next 20 months as we work towards Whistling Straits and Europe's defence of the trophy", said Harrington after he was unveiled at Wentworth.
The number of wild cards has varied in recent years, with Jose Maria Olazabal having just two in 2012 and Paul McGinley and Darren Clarke allotted three each in 2014 and 2016 respectively.
'It's not something I take on without a certain amount of trepidation.
"I have to be a part of that team and ensure I find an edge to ensure the team perform to their best".

Harrington became the favourite after Lee Westwood, the other main candidate, indicated a preference to do the job in Rome in 2022. There will certainly be more pressure being a Ryder Cup captain, particularly on home soil, and I'm expecting Stricker to find out the difference first hand.

Harrington, who hoisted the trophy four times during an illustrious playing career, can only dream his men will unleash such heroics on the greens and fairways in America when he leads them into the fray. "You just have to know the man behind the scenes". As a player you are very one-dimensional about doing your thing and getting on with performing. "But there's no messing from his side".
