Pinkston says the latest test sends "a signal to South Korea on how North Korea is prepared to stand fast and be resolute in their relations with the South. and to the United States and others on the UN Security Council".
South Korean intelligence agencies claim that the country might be preparing for inspections in the near future, based on movement at various facilities, but North Korea has not yet announced anything.
North Korea released three US detainees in May ahead of a summit between its leader Kim Jong-un and US President Donald Trump in Singapore. In September, North Korean leader Kim Jong-un met with South Korean President Moon Jae-in, and they agreed to close a key DPRK missile testing site, initiating what Moon described as "the era of no war".
But North Korea's report was noticeably less belligerent than past announcements of weapons tests, and didn't focus on North Korean claims of USA and South Korean hostility.
Chong Song denied reports that he was wanted for murder in North Korea.
"Relevant authorities have made a decision to expel him from the country".
Xi's trip to North Korea would be the first by a Chinese leader since his predecessor Hu Jintao's visit in 2005.
China wants to make a deal
However, the US President isn't expected to make a decision until after he talks to Xi in Argentina. President Donald Trump could also change his mind at any time about Navarro's role.
The Trump administration is at odds with China over the use of sanctions against North Korea.
He adds that this "particular system is just another indication of the importance of military to military strength in North Korea".
North Korea in the past has held arrested American citizens for an extended period before high-profile USA figures travelled to Pyongyang to secure their freedom.
Also in October, the U.N. Sanctions Committee on North Korea granted the United Nations International Children's Emergency Fund (UNICEF) a partial exemption from sanctions on North Korea, permitting the organization "to engage in humanitarian activities" and "to allow for the shipment of items to [North Korea]". He may decide that sanctions will never be lifted anyway, and so there is no point in waiting. "North Korea has yet to provide a denuclearization of its nuclear program or take substantive steps to dismantle its program".
He urged the two countries to continuously deepen their strategic cooperative partnership and jointly make positive contributions to lasting peace and prosperity in the region, Xinhua news agency reported.
"The U.S. will relax sanctions once the U.S. comes to terms that the sanctions are not really working on North Korea", he said.
"When we engaged in dialogue with the U.S.in the past was the period when our national power erupted frightfully and military strength stepped up, but it was not the time when someone's pressure became severe", it said. Yang Wook, a Seoul-based military expert, said a "tactical weapon" in North Korea refers to "a weapon aimed at striking South Korea including US military bases" there, so the North may have tested a short-range missile or a multiple rocket launch system. It's the first mention of a new development in its weapons program in months.
