The National Hurricane Center reclassified Florence as a hurricane in its 11 a.m. report while also issuing advisories in the Atlantic for two other tropical storms expected to become hurricanes: Isaac and Helene.
"With Florence strengthening into a hurricane this morning and continuing to move east, Florida families need to remain alert and remember that storms like this can change course and strengthen at any moment", Scott said on Sunday.
The National Hurricane Center also warned that Florence could cause life-threatening surf and rip currents along the East Coast, from Florida to North Carolina.
At 11 a.m. EDT, the hurricane center said Florence's maximum sustained winds were estimated to be 75 miles per hour.
The storm is forecast to continue towards the United States, and approach the southeastern coast by Thursday. The storm now has maximum sustained winds of 75 miles per hour and gusts as high as 90 miles per hour. It was expected to strengthen into a hurricane then weaken by the middle of the week.
Tropical Storm Helene is in the eastern Atlantic and it is impacting the southernmost Cabo Verde Islands.
The massive hurricane poses a serious threat as it barrels toward a landfall somewhere along the East Coast on Thursday.
At 5 a.m., the center of Hurricane Olivia was located near latitude 21.8 north, longitude 143.9 west, about 735 miles ENE of Hilo.

Isaac's strengthening to a hurricane came just hours after Helene became a hurricane just off the African coast.
