On Tuesday, North Korea's Foreign Ministry published a statement on its website arguing that such a declaration should be issued without delay, "as the first process, to manifest the political will to establish the lasting and stable peace regime on the Korean Peninsula".

Declaring a formal end to the 1950-53 Korean War, which was stopped with an armistice that left the Korean Peninsula still technically at war, has been a major point of contention between Washington and Pyongyang and will nearly certainly be discussed by Moon and Kim during their summit.

Moon and Kim have since agreed to hold a third summit in Pyongyang at an unspecified date in September.

Trump responded by calling off Secretary of State Mike Pompeo's planned trip to North Korea last week, citing insufficient progress on denuclearization.

The two past inter-Korean summits in April and May removed war fears and initiated a global diplomatic push that culminated with the meeting between Kim and Trump in June.

Moon's nightmare may be a return to 2017, when animosity created by the North's barrage of nuclear and missile tests and Trump's responding belligerent tweets raised war fears among South Koreans.

They met a second time in Panmunjom in May as they scrambled to salvage plans for a summit between Kim and US President Donald Trump in Singapore, which eventually went ahead on June 12.
