A firefighter scrambles to stop a wildfire as the wind drives embers across Highway 20 near Clearlake Oaks on Sunday.

A smoke advisory was issued for the entire week, including the Fourth of July for the Yolo and Solano County area, including the communities of Vacaville, Winters, Dixon and Davis.

Scott McLean of the California Department of Forestry and Fire protection said the job of hand crews and bulldozer operators trying to cut containment lines was made more hard by high winds, which were blowing embers and starting new spot fires. It sparked amid a regional fire hazard warning in place throughout the day Saturday and into Sunday morning, due to high temperatures, low humidity and gusting winds.

Jesper Joergensen initially told officials that he had been burning trash before the fire began, an arrest warrant says, but then "quickly changed his statement and (said) he had a permanent fire pit and had been grilling".

The Pawnee Fire, a separate wildfire in Lake County, near Sacramento, has burned 14,500 acres and was declared 73 percent contained, Cal Fire said said. Smoke from the fire has blanketed skies over San Francisco, Napa, Sonoma and San Mateo counties. The fire is about 80 per cent contained but flared up in the last week, prompting authorities to advise some residents to prepare to evacuate. The fire is threatening more than 100 structures so far.

The fire started Saturday June 23 and has burned more than 13,000 acres, according to CalFire.

"Overall, this is the new normal for us. We've got to figure out what forward is, and make a plan on how to get there, and see how it works out", said Harper. "The fires seem to be getting larger and more damaging across the landscape". Smoke and ash are contributing to poor air quality in the San Francisco Bay Area and California wine country.

Images on social media showed an eerie yellow smoke over the bay city as the fire continued to burn.
